There is a problem with big guns at the range.
If you have a BFR (Big Fine Rifle) that has over 5000 foot pounds of muzzle energy, you are now required to have a variance from the Executive Director, Bob James.

Rules
- A) Except as noted below, the Main Gate must be kept locked at all times.
B) The Main Gate may be kept open for the following activities. The person listed in each instance will ensure signs are properly posted at the Main Gate and that the Main Gate is closed and locked upon completion of the respective activity.
1. Club officers may leave the Main Gate open for board meetings or other club functions as needed.
2. Shotgun range Keyholders may leave the Main Gate open for authorized Shotgun Range activities.
3. Match Directors may leave the Main Gate open for authorized, sanctioned matches.
4. Instructors on the PSC Approved Instructor list may leave the Main Gate open for scheduled classes.
C) At the time a person opens the Main Gate and arranges it to be left open he or she will ensure anyone entering the Main Gate at that time is authorized to do so.
2. A) The current year Membership Identification Card must be worn in a visible manner by Members and Associate Members at all times while on the Range.
B) Persons without visible Club identification should be questioned regarding their identification.
3. Members will not give the lock combination to non-members.
4. A) A Member may bring family members to the club.
1. For PSC purposes, a family member is the member’s spouse or child up to 21 years of age or 23 if a full time student.
2. The Member must accompany the family member, and be in the family member’s presence at all times the family member is using or handling any firearms, unless the family member is an Associate Member.
3. An Associate Member may be on a separate range from the Member and may be on club grounds when the Member is not.
4. To be an Associate Member the family member:
a) Must be at least 18 years of age, up to 21 or 23 if a full time student.
b) Attend a New Member orientation.
5. Associate Members do NOT have the privilege of bringing guests to the Club:
B) A Member may bring up to 2 guests other than family members.
1. The Member must accompany his or her guests and be in the guests’ presence at all times the guest is using or handling any firearms.
2. Associate Cards are not available for guests.
5. A. During non-supervised shooting hours, the first member on the range will act as the Range Officer. Upon leaving he or she will transfer this function to another Member, if the range is still in use.
B. Members should remember that it is their job while on Club property to protect the Club, including following and enforcing Club Rules.
6. A) Except as set forth in Section E 5 below, all firearms shall be unloaded, both chamber and magazine when not in use.
B) Firearms are not to be handled and nothing on the bench should be touched, while the firing line is safe.
1. Magazines or speedloaders may NOT be reloaded while the line is safe.
2. No firearms are to be cleaned while the line is safe.
C) Once a person has made the firearm safe he or she will take a few steps back from the bench.
D) The person acting as Range Officer must verify that the firing line is safe when persons are down range and in front of the firing line.
E) Additionally, firearms shall be made safe in the following manners:
1. Rifles unloaded and the ammunition source removed, and:
a) Placed in a rack with their actions open, or.
b) Left on the bench with their actions open, including the bolt removed when possible.
2. Handguns:
a) On a bench with slides back or actions open, and magazines or other ammunition source removed, or:
b) Carried in a holster, with the magazine or other ammunition source removed and the hammer or striker down.
1) EXCEPTION shoulder holsters that carry the handgun in a horizontal position are not acceptable as a safe way to carry an unloaded handgun.
3. Shotguns unloaded and placed in a rack.
4. During Club Sanctioned matches as determined by the match officer.
5. Commissioned peace officers and persons with a Concealed Handgun License may carry loaded handguns in accordance with the following subsections:
a) Commissioned peace officers in uniform, or in plain clothes with his/her agency badge prominently displayed, may carry a loaded handgun openly or concealed, but the handgun shall not be removed from its holster.
b) Persons with a Concealed Handgun License may carry a loaded handgun in compliance with all applicable laws of the State of Texas, including but not limited to the requirement that the handgun be concealed while on PSC property.
c) If a person carrying any handgun pursuant to Subsections (a) or (b) above wished to shoot that firearm while on PSC property, he/she shall comply with Rule 6 above, including but not limited to keeping the handgun unloaded when not on the firing line.
7. A) Eye and Ear Protection is required of all persons on or near a firing line, whether those persons are shooting or not. This requirement includes rifle shooters using scopes.
B) Be sure that family members and guests have and use such protection.
8. A) Shooting Hours are 8:00 AM until ...

B) Anyone shooting before or after the approved shooting hours will be removed from the Club and lose all membership privileges for a period of not less than five years.
9. A) There shall be no shooting on the range that is not done in the safest manner possible.
B) All shooting must be done at properly mounted targets, which are limited to the following:
1. Paper or other non-metallic targets attached to the fiberboard backboards of club-provided target frames or stands.
2. Club owned match targets, which are to be used only during Club matches or by permission from the Club.
3. Clay targets of the type normally used in trap or skeet shooting may be used on the Shotgun Range only.
4. No steel targets of any type may be used without express permission from the Board of Directors.
5. Other targets only as approved by the Board of Directors.
6. No type of target frame or stand is to be moved without permission from the Board of Directors.
7. Targets will be placed on the target frame in such a way that the wood portion of the frame will not be impacted when the target is shot.
8. Intentional shooting of the wood portion of a target frame will be considered vandalism and will result in loss of membership.
10. A) All firearms must be fired downrange so that all bullets are contained in a Club constructed backstop.
B) All shooting must be done perpendicular to the end berms.
C) Cross range shooting at any other angle to the end berms is not allowed.
11. Any firearms not sighted in must be sighted in on a 25 or 50 yard range before being fired at longer distances.
12. A) Firearms used on the Shotgun Range are limited to Shotguns only, and must be fired downrange using a shot size no larger than # 7 ½.
B) For patterning at the Shotgun Range the shot size limit does not apply.
C) A person who wants to shoot any shot larger than # 7 ½ but does not want to pattern, must shoot it on Range 2F.
D) A person who wants to shoot slugs of any type from a shotgun must shoot on one of the rifle ranges.
E) No shotguns are to be fired at the club-provided fiberboard backboards.
13. A) Firearms used on Range 3, the Smallbore Range, are limited to .22 Long Rifle rimfire rifles and pistols, and others as approved by the Board of Directors.
B) No center-fire firearms may be used on Range 3.
C) Air guns are acceptable on Range 3.
D) .22 Magnum and .17 caliber may be used on Range 3.
14. A) Firearms used on Range 4, the Benchrest Range must be fired in a Benchrest manner from the shooting bench.
B) All shooters on Range 4 must use sand bags or other solid means of support for the firearm.
15. No fully automatic firearms are permitted on Club property at any time. This includes police officers.
16. No .50 Caliber Military Cartridges, such as .50 BMG, may be fired on PSC ranges. .50 caliber black powder is acceptable.
17. Alcoholic beverages of any type are strictly prohibited on Club property at all times.
18. A) Used targets, trash, etc., shall be deposited in appropriate containers.
B) Please take your targets down, pick up your ammo boxes, other trash and your shell casings.
C) Do not put live ammunition into the garbage containers or dispose of live ammunition on PSC property.
19. There shall be no wanton destruction of Club property.
20. The Board of Directors may be petitioned for a variance of the range rules.
21. When there is standing water on any range, that range is closed.
22. No incendiary, tracer or exploding ammunition is to be used.
23. On the Archery Range:
A) Eye protection is required.
B) Animal targets must be returned to the storage area at the shooting line.
C) No more than two people are allowed on or in the shooting stand at one time.
