PSC Shooting Club Range Rules

There is a problem with big guns at the range.

If you have a BFR (Big Fine Rifle) that has over 5000 foot pounds of muzzle energy, you are now required to have a variance from the Executive Director, Bob James.

If you don't know if your rifle develops over 5000 foot pounds of muzzle energy, please contact Roger Smithwick. Roger will answer questions and pass information on to Bob James for approval of a variance.

Rules

(1) The Main Gate must be kept locked at all times. During authorized sanctioned matches and authorized Shotgun Range activities the Main Gate will be open for the duration of the activity. Upon completion of the respective activity, the Match Director will lock the gate.

(2) Visible Club Identification, Membership Card, must be worn by Members at all times while on the range. Persons without visible identification should be questioned regarding identification.

(3) Members will not give the lock combination to non-members.

(4) Guests, including family members, must be accompanied by a Member. The member may bring two guests and shall be personally responsible for the conduct of his guests and be in the guest's presence at all times the guest is using or handling any firearms.

(5) Except as set forth in Section (E) below, all firearms shall be unloaded, both chamber and magazine, when not in use. Firearms are not to be handled and nothing on the bench should be touched, while any person is downrange. Additionally, firearms shall be made safe in the following manners:
   (A) Rifles with actions open or bolts removed or placed in rack with actions open.
   (B) Handguns on bench with slides back and magazines removed or actions open, or carried in a holster, with the magazine removed and the hammer or striker down. EXCEPTION shoulder holsters that carry the handgun in a horizontal position are not acceptable as a safe way to carry an unloaded handgun.
   (C) Shotguns unloaded and placed in rack.
   (D) During Club Sanctioned matches as determined by the match officer.
   (E) Commissioned peace officers and persons with a Concealed Handgun License may carry loaded handguns in accordance with the following subsections:
      (1) Commissioned peace officers in uniform, or in plain clothes with his/her agency badge prominently displayed, may carry a loaded handgun openly or concealed, but the handgun shall not be removed from its holster.
      (2) Persons with a Concealed Handgun License may carry a loaded handgun in compliance with all applicable laws of the State of Texas, including but not limited to the requirement that the handgun be concealed while on PSC property.
      (3) If a person carrying any handgun pursuant to Subsections (1) or (2) above wishes to shoot that firearm while on PSC property, he/she shall comply with Rule 5 above, including but not limited to keeping the handgun unloaded when not on the firing line.

(6) Eye and Ear Protection is required of all persons on the firing line.

   6:30 PM - April BEFORE Daylight Saving Time
   7:30 PM - April AFTER Daylight saving Time
   7:30 PM - May
   8:00 PM - June
   8:00 PM - July
   7:30 PM - August    7:00 PM - September
   6:30 PM - October BEFORE Daylight Saving Time
   5:30 PM - October AFTER Daylight Saving Time
   5:00 PM - November
   5:00 PM - December

(8) There shall be no shooting on the range that is not done in the safest manner possible at properly mounted targets. Properly mounted targets are limited to the following:
   (A) Paper or other non-metallic targets attached to the fiberboard backboards.
   (B) Club owned Match Targets. Match targets will be used only during Club matches or by permission from the club.
   (C) Clay targets of the type normally used in trap or skeet shooting may be used on the shotgun range.
   (D) Other targets only as approved by the Board of Directors.

(9) During non-supervised shooting hours, the first member on the range will act as the Range Officer. Upon leaving he will transfer this function to another Member, if the range is still in use.

(10) All firearms must be fired downrange so that all bullets are contained in a Club constructed backstop.

(11) Any firearms not sighted in must be sighted in on a 50 yard range before being fired at longer distances.

(12) Firearms used on the shotgun range are limited to Shotguns only, and must be fired downrange using a shot size no larger than #7 1/2

(13) Sporting Shotguns may only be used on the Shotgun Range. Home Defense Shotguns may only be used on Range 2F. No shotguns should be fired at the fiberboard backboards.

(14) Firearms used on Range 3, the Smallbore Range, are limited to .22 Long Rifle rimfire rifles and pistols, and others as approved by the Board of Directors.

(15) Firearms used on Range 4, the Benchrest Range must be fired in a Benchrest manner from the shooting bench.

(16) No fully automatic firearms are permitted on Club property at any time.

(17) No .50 Caliber Military Cartridges, such as .50 BMG, may be fired on PSC Ranges.

(18) Alcoholic beverages of any type are strictly prohibited on Club Property.

(19) Used targets, trash, etc., shall be deposited in appropriate containers.

(20) There shall be no wanton destruction of Club property.

(21) The Board of directors may be petitioned for variance of the range rules.
